I had the same problem with my 40 a couple weeks ago, wouldn't pass due to high hydrocarbons. The mechanic I took it to told me the same thing a couple people on here have mentioned, high HC is typically unburned fuel.

$36 worth of carb tuning and timing adjustment, and I passed no problem, 215 at 2500 rpm, 375 at idle, but the limit here is 600, so no worries. Note that I am completely desmogged, just an MAF header to a pipe to a muffler. Also brought the vehicle from sea level to 5400 feet, but didn't need to re-jet. Point is that a well running engine should pass with or without the cat., so I would go with the mild tuneup items, see if that works.

Is it an open hood test?

If it is a closed hood test......I can help. if your smog pump is good.

1) Disconnect the hose that is connected to the front of your air rail. 2)Follow the hose the hose that leaves your smog pump....disconect it....(start the car and make sure it blows strong or you may have a bad pump or the wrong hose..... Anyway connect that hose to your air rail......if they dont open the hood you should pass with flying colors...

So you are blowing fresh air from the smog pump to the air rail that leads to the CAT?
 
Finally passed with flying colors. A little carb adjustment and a new cat and the HCs dropped all the way down to 48. CO is down to zero. Around $300 total, if you're wondering. Thanks for your help!
