My Dad has a 2008 Jeep JK with a 5.3L LS transplant. The electric fan isn't cycling anymore. I am trying to work backwards from the fan, which I have verified works. The next thing online is this little green coated cylinder. The core looks to be ceramic. What is its function?

Ceramic wirewound resistor. If it has three wires it is used to control the fan speed (hi,lo). You can briefly jumper past it to see if the fan turns on, it may also current limit the circuit so don't bypass it permanently.
