Don't give up have it dyno tuned it might cost a couple hundred but cheaper then replacing the gaskets and head. My 12ht is going on the drum for a tune up once I finish installing my gauges.
 
Now that you have removed the thermostat, you should be able to see a lot of water movement at the radiator filler neck when you rev the engine. If not , you have a water pump problem.
This should be visible even with a cold engine.
 
Will try the revving again.
I would not even know where to start on using a dyno. I know of where one is that I am sure I could rent for some time. I really doubt that there would be anyone here in this state that would even know how to tune a non computer old school diesel. Any source for tuning on a dyno would be greatly appreciated.
