I was experiencing symptoms similar to the OP and replaced the potentiometer/resistor behind the temperature knob. It works like a charm now.

I also observed that the old knob was much harder to turn than the new one.
 
Thank you mkntrds! Had the same symptoms as well on my 00'. Lived with extreme hot temps for 2 years until I found this thread. The kicker for me was that I could make it cooler if I held/pushed the temp. knob on the coolest setting (60F), could instantly feel the difference. Replaced the temp. resistor yesterday and it functions as intended.

I also replaced the solar sensor on the dash. The cap on mine was missing (and was likely the cause of my issues).
