There's a cryptic button to the right of the wheel which disables the lift function.
Try taking it out of power mode by pushing the button on the dash, open and close it manually then switch back to power mode and see what happens.
my 2015 does the same thing. I vaguely remember seeing another thread about this... apparently it's normal, and some people have tried to have the dealer program the exterior button to power open it.
as it is, the only way to power open is from the FOB or the button the left of the steering wheel (doors have to be unlocked).

I have 2020 LC and doesn't matter what button I use (remote, inside or outside) it power opens unless I disable it with the button by the steering wheel.
I can't comment on the 15's but for 18+ LC they are power open/close from the fob, lift gate button by license plate, and button on the dash. The lower tailgate is also power assisted for closing only. There s also a button on the dash to disable the power feature and open close it manually.
I have a 2014 LX and I can the get the power liftgate to open/close automatically by pressing the button on the dashboard or the key fob.
However, it does not open automatically by pressing the rubber pad above the license plate.
The local dealer's tech counter sent me this list of programmable features for a 2014 LX. According to #44 on this list, it seems that power operation of the liftgate rubber pad CAN be programmed by the dealer.
Anyone confirm this can be done?

My advice, keep the manual option just in case!!!
I've been quoted 1hr labor for the Lexus dealer to go program it to be automatic. Along with all windows rolling down on (unlock press & hold)x3.
It apparently can be done yourself through tech stream if you have one of those, I'm considering investing in one.
