Lower fender patch panel?

I have some rust/rot in my lower fenders (debris and water have accumulated and sat so...here I am.) Is there a patch panel kit that I can use on the circled part in the photo. Or, is a full fender replacement my only option?

If it’s like that there, you may want to check underneath your steps and your rear bumper on the lower quarter panels. There are body panels on eBay for relatively low prices. However, none for the particular spot on your fender that I know of.
