I figured it out by realizing I had never tested or adjusted the TPS on the new throttle body. There was an open between IDL - E2 when the throttle body was fully closed. I adjusted it to deflect at .62mm FSM Page SF-47.

I feel vindicated. My first mud diagnosis.
Yeah good deal. That's what I was getting at with my post of "Idle switch?"

Here is a crazy idea. Put a can of Berryman's B-12 gasoline additive in your gas. I use this product quite a bit. My Cruiser has over 400k miles on it and it runs like a kitten . Gas quality is terrible these days. Ask any mechanic.

I didn't apply vacuum to the throttle opener, just held it open by hand. Thought that would do the same thing, and I don't have a mighty vac

Having an OBD2 device, Ultra Gauge, etc, makes TPS adjustment easy, it should read ~10% at idle and ~75% ish at WOT. If there is no idle indication from the TPS (improper adjustment or failed) idle control doesn't work.

I wish I had the Toyota Hand Held OBDII with enhanced signals. I use a free Car Scanner app with a wifi OBDII dongle.

If it displays TPS percentage, will work. Some '97s only display with the engine running, kind of a bummer, the older ones display with the key to run, motor off.
