Hello I am working on a hdj100 from 2003 after it's been in a flood. replaced the engine from a crashed car bought a new engine ecu because the car I'm working on is an manual and replaced every computer that I could find from another car. after jumping pin 4 and 13 on the obd2 port to reset the immobilizer I finally got it to start. the problem I have now is that it is in a limp mode and won't go over 1100 rpm. when I plug in my cable in the obd2 port the light doesn't even come on. (it does work on other cars with techstream)
when I measure all the pins with a multimeter this is what I get:
pin 4: ground
pin 7: 11v
pin 11: 5v
pin 13: 12v
pin 16: 12v
when I use the old diagnostic plug under the hood I get:
code 15: injection pump timing control (did do anything with the pump)
code 19: accelerator pedal position sensor (replaced this as well)
code 24: IAT sensor (new one as well)
code 31: right front wheel speed sensor (both wheel speed sensors are brand new)
 
Im not an expert on the subject, but if it was flooded, I hope you used some type of electrical contact cleaner. Any bit of debris or corrosion can reduce or eliminate electrical voltage and current.

For example LPS electrical contact cleaner.
