Lc200 auxiliary tank issue

Hey...so I'm working on a 2015 lc200 vx-l...it came factory with auxiliary tank ...which was not transfering fuel to main tank...then it was fitted with arb frontier auxiliary tank upgrade...and still dint transfer fuel foward to main tank...
We took off both tanks and connected the transfer pump and sender unit without the tanks and it's still not triggering the transfer pump...thru the diagnostic machine I can actuate it and it works...what could be stopping it from working automatically as it should?

I very well could be wrong as the US cruisers don't have factory aux tanks. I believe the factory tank uses a jet valve to transfer during consumption. Jet valves work by converting the return flow into a low pressure region that siphons from the aux tank. I don't believe there is an active pump that transfers.
