lack of fine throttle response

Having an issue when im in 1,2,3rd and trying to maintain slow speed, the throttle response seems to be very jerky, like there is a lack of fine throttle control. Intake system is spotless in and out due to complete engine rebuild, new injectors,plugs, wires etc. Could this be caused by poor TPS adjustment?
 
i would try to see if you can duplicate the issue with no load on the truck.

with it in neutral go grab the throttle body and twist it as slowly as possible. it should be smooth all the way through the rpm band.

if it surges or is jerky like that, then i would start with the tps.
also check to see that the throttle cable is not kinked/bound/ pinched or simply in the throttle body crooked.
that might do it too.
 
Adjusted TPS, all better now. Not on adjusting the TPS, if you do not own a very good digital multimeter use an analog meeter, the cheep digital are not very good is these such cases.
