Key Fob Compatibility HQY1512V vs 12BBY

Bought an ebay fob for my 2004 LX470, listed as HQY1512V in the listing and 304MHz as is required by my Aussie delivered bus.

The key that arrived is labeled 12BBY-08 which should be for an 06-07 model as I understand it. Seller insists it is correct and its just labeled wrong (plausible).

Using the Launch Elite I can successfully program lock and unlock, but the panic button just beeps the normal unlock tone for a second instead of setting off the horns.

I would have thought that the fob would not program at all if it was 12BBY, so curious if others have had a similar issue, Can a 12BBY be programmed to an earlier car but the panic function not operate correctly, or is this just some half working ebay sh!te quality thing and it actually is HQY1512V that doesn't fully work.

i dont have anything to add, but I have a similar dilemma. My 98 did not come with a working Key Fob, and i would like to add one. I know the truck had keyless from the factory, but I dont know what FCC ID is compatibly with my vehicle. I've tried 2 diff ones from Ebay , and I have successfully programmed it, including the confirmation lock/unlock at the end of the KeyFob Programming cycle, but still no luck on getting keyless to work.
