does anybody know a manufacturer that can make custom torsion bars? i have tried the google search, and of the ones who responded to my e-mail, none of them do custom work.

Can you design it? If so, then I bet you could have it made to spec by anybody who could machine it. The key thing is getting the torsion rod properly stiffened after machining if it needs additional stiffening over the stiffness the original metal stock provides.

Try Pohl springs in Spokane, they make custom springs for just about everything, not sure if they make torsion bars though.
