Is this PS fluid leaking or might be something else?

Hi,
Thought it was a PS fluid leaking but when I removed the skid plate I saw picture 3

What is this part above the wet pipe, it's located right above the drive-side control arm.

Any ideas would be greatly appreciated

I am in the process of replacing my rack right now. And my driver's side looks more or less like yours. My rack was leaking from the part that seals to the steering shaft. The ATF then leaks down to the boot and gets slung everywhere. The bottom of AC compressor looks exactly like yours.
 
Do you notice your PS fluid going low on the reservoir or any negative performance on your steering?

The red circle you draw, the upper part is the steering rack and the high/low pressure lines connecting into it. What year is your LC ?If you have a Lexus the LX has a different part # steering rack, as it has VGRS supported.

This is the steering rack part # I use on my 2006: 44250-60100, the part originally was 44200-60100 but that got discontinued

The tie rods you can use the old ones if the ball joint is okay or buy new.

I had this supposed issue on mine, but I notice it wasn't leaking further and the PS fluid was okay. I likely could have driven mine for a few more 10K mi.
I eventually did get it replaced as going on long trips, but it's a costly repair and not simple if you're doing it yourself. I had to get the oil filter/cooler housing removed, which requires the oil filter figure-8 O-ring (PART # 1569250020) to be replaced, and I also replaced the special crush washer (PART # 4432730030) on one of the lines during the re-install. Coolant and some engine oil and ATF fluid on steering needed to be replaced after installation as some was lost during install.
