It was on FJ25s. Of my four FJ25s one had the early black and two had silver. Fourth was MIA. Two newer ones had the silver. I also had a couple of very early FJ40s that has the black ones. Not sure if it was a port of import that install the tags or the dealer. Either way I figure the FJ40s with the black tags were just being used up. I already have a couple of early black VIN plates like in your picture.
