I believe this is the possible part number … 45280-60061. It’s the inner bracket behind the key ignition in the column.

I believe the piece you're looking for is an integral sub-assembly to the entire column bracket and itself has no part number. The part number you're indicating is for the entire bracket with the locking button for up to and including July 1980 production, so you're stuck buying the entire part. At least that's my read.
