Surging and high idle sounds like a loose vacuum line somewhere, but like the previous poster said, we'll need to know more about what motor you're running.

Sorry. Saturdays are slow here.

Looks like your vacuum is covered.
I would check your injectors, and fuel relay.
Also, Spark plugs could cause rough idle, but I suspect you may have a tired MAF sensor.
 
I bet your idle is set too high. Turn down your adjusting screw until you get to about 800 RPM's on a fully warm engine.
