I have FJ 40's, FJ 45's and FJ 60's and I have no idea what that rusty part is.

Can you give us some more clues?

It's a thin skidplate of sorts, on my 62......... bolts to the underside of the body, protecting the fuel filler hose and vents. Lies to the outside of the fuel tank, along side the spare tire on the passenger side.
