I just spent some time digging through the alerts setup and I am unable to discern how to turn on alerts for PMs. I had a PM sitting in my inbox for some time because no alert was received for the new PM. Please advise a newb!

So there is no way to set an alert for PMs?
If you are asking about email notifications for PMs, there is a setting for that. In "Contact Details", the check box "Receive email when a new conversation message is received". Checking the box enables sending email notifications for new conversations, replies to existing conversations, and being added to an existing conversation.
