I was missing the rubber spacer that goes between the horn contact seat and the horn contact spring. I had fashioned a temporary one out of scrap rubber but I found some rubber washers that seem to work better. The specifications that worked for me are 1-1/2" OD x 1/2" ID x 1/16" thick.
