It should already be open when starting because the vsv is not electrically activated when the engine is in stop mode.

Do you have a Charge warning light relay ? If so check its function. Right hand side behind the foot well cover.
Looks like the shutter is activated due to a unbalanced load from your altenator.
Do have a internal or external voltage regulator ?
This is the diagram with a external regulator.

Hi guys, it's fixed. I feel very dumb and apologize for making it more complicated than needed. I did check all the fuses before but never rechecked after replacing the fuse Link. I believe when I pluged the replaced the link I had the key on and it blew the main engine fuse. Replaced that fuse today and the problem went away.
