HJ61/12HT Alternator Overcharging Issues - Cant figure it out!

I just drove my '88 HJ61 home from Vancouver and the entire time it's been charging at like 31-34 volts (tested with a volt meter). It never boiled the batteries or anything it's been fine from what I can tell but if you turn the headlights on, brights and the blower motor the volts drop to about 28. We tried swapping in my friends known working Voltage Regulator ouf of his 61 but that didn't change anything. Obviously alternators are hard to find for these trucks so I'm considering taking the alt into a shop to get rebuilt but figured I'd ask here and see if there's something I'm missing or should check before doing that.

Check your alternator wiring the constant shaking can cause the wires to break and open. If you were to lose the alternator “sense” wire the alternator would think your batteries are dead and be outputting max voltage to try and charge them up.
