Hi, can't start a conversation?

I tried to start a conversation with FJ40Jim to ask a question, and the forum tells me "You can't start a conversation with FJ40Jim".

I'm pretty sure Jim isn't mad at me, so I'm guessing either he has PM turned off or I have some glitch.

No glitch I'm aware of, likely they have the turned off or their inbox is overfull.
