HELP!!

I've had a 1989toyota pickup with the 22 re for 5 months now. Ever since we got it running(brand new motor) it seems to lacked power and gas mileage. I get about 12 miles to the gallon.the truck never reaches the proper operating temp the gauge barely reads past the "cold" lib unles the heater is on .this truck is killing me money wise.the truck is completely stock no lift just 31" kenda klever m/t tires brand new.

you can find copies of factory service manuals if you dig around.
