Help! I Can't Remove Right Middle Seat Back Panel on my 2008

My new-to-me 2008 Land cruiser has some interior dog damage. The flat rectangular seat panel on the back side of the right middle seat has some claw marks where a big dog climbed over it while the seat back was folded down. I have an upholsterer who will re-cover the panel with matching leather if I can deliver it to him but for the life of me I cannot figure out how to remove the panel. I have a borescope that I have been ablate see the four plastic clips that are part of the panel and clip on to metal tubes that make up the seat frame. But the upper and lower clips face in opposing directions so the panel would have to move in two different directions to release and it won't budge in either direction. Any advice would be greatly appreciated.

Thanks, thats very helpful. I still don't see how to detach the 2 claws at the top of the board. Either the board needs to be slid downward to disengage the claws or the claws have to be bent downward to unhook them. I still don't see how to do either of those things.
 
I got it free by inserting a big screwdriver and levering up the frame rail while pushing down on the panel. And I only broke off the very end of one of the plastic clips but there is still enough to attach securely. Thanks for the help.
