heating issues for an xj

i've got a 97 xj and the heat doesn't seem to work unless i'm over 2000 rpm. any ideas on what could cause this and how to fix it? thanks.

It takes along time for my 94 XJ with the 4.0 motor to warm up. Might try a piece of cardboard in front of the radiator, but keep an eye on the temp.
