For some reason the headlights on my 1989 4runner are now only working in the Highbeam position. I will check fuses. Any other thoughts on what might cause this?

Maybe a bad relay if the fuses are good.
iirc my 88 had a similar issue, was a bad fuse in the driver side kick panel. only a few things to test. use a test light or even better use a multimeter.

if you need to check the wiring it sometimes help to go backwards. kick them on and see if you are getting voltage to the light socket.
