Headlight problem need help. (1 Viewer)

Haven't figure out how to take high beam off for inspection. Here are how the headlights behave. Does it look like a relay problem or high beam is dead ?

1. turn the knob 1 click forward. nothing happens both sides.

2. turn the knob further point to high beam sign. only low beam came up both sides.

You know you have to push the arm forward to enable high beams right? Pull the arm to go back to low beams. Rotating the end of the arm just turns your lights to auto or on.
