Just a follow up on this for reference for others. My mechanic read the same code with no difference from what I'd found online as to what the code is. He also said it's common in Toyota/Lexus for the CEL and the VSC and skid lights to all come one for a variety of different issues. Also I'm choosing to just replace both air pump units to avoid the other one going bad (most of the cost is labor so don't want to pay that a 2nd time) and doing that instead of the bypass kit just because I don't want to cause additional pollution from the vehicle - I realize it might be negligible but that's it.
