I think maybe the bulletin applies to 97's before that serial number not after so you may be eligible. Call your Lexus dealer. I would still do the t-stat, PHH and flush. Can't hurt.
 
The ECM problem was a service bulletin?

Does that mean it's like a recall that Toyota does not advertise? Basically will it cost me anything to change the ECM if I have the faulty one?
 
Yes that was a service bulletin, I searched under Lexus LX450 and a very similar SB applies, only difference was replace 97 LC with 97 LX, vin's and ECU part #'s are the same, the SB# for the LX is
EG004-97, for LC EG003-97

Service bulletins are not recall's, they are to familiarize dealer mechanics for common repetitive problems, they keep everybody from having to re-invent the wheel each time the problem is found by a new person, a few people have had luck with getting Service bulletin work covered after the end of the warranty I believe this is up to their discretion, be diplomatic & friendly and you may get lucky,

Agree that you should replace the T-stat PHH flush the system and fill with new coolant (don’t forget distilled water) and test/replace the fan clutch, all of this is recommended on a new-to-you cruiser even if you did not have any codes, there is a lot of info on that in past threads.

I would also consider replacing the coolant temp sensor if a new one is cheap enough, there are 3 coolant sensors, one for the gage in the cluster, one for cutting off the AC on overheat and the their for the ECM, I would assume the 3rd is the one at fault here as that is the one the ECU see’s

If that does not fix I would look into you options for replacing the ECU, if Lexus/Toyota will not replace it I would check the price with CDan if you cannot stomach that I would look for a used one with the new part #, if you cannot find nor stomach that price live with it
 
oh BTW you do have a 97 right? (you never have said) I have all the 96 SB's for the LC and LX, this does not show up for them
 
Yes, 1997.

The MIL has not come on for a week now. The FSM says that the ECM will remove (flag not erase) the DTC after 40 trips.

I will still change the T-stat, coolant, and PHH just for cheap insurance.

BTW, what is a ballpark price on a new and used coolant temp sensor. Do you happen to know the P/N?
 
The hand held OBDII readers run $80, but you can get all the bells and whistles for $250.

Or, do what I did. Rent/borrow one from O'Reilly's Autopart and DIY. AutoZone will run the codes for free at their store locations.
