The only thing that makes sense is a stuck parking pawl in the transmission. The OP really hasn't provided good information on his observations through the various actions done so it is hard to tell. I agree with @BILT4ME in that there is nothing in the transfer case that would prevent movement based upon low oil. @Kernal a frozen viscous couple would act just as though the CDL was locked.
