My fuel tank has a drain plug with a large rubber ring around it and it keeps leaking. It seems worse in the heat. I have tightened it a few times but dont want to over tighten and ruin the rubber wich looks to be in good shape. Is this a common problem? Should I replace the plug? Are new plugs available?

I would try a fuel resistant sealant in there 1st. I havent heard of them leaking before.
Its a good chance the plug and seal are the same for the 60 series landcruiser so there must be a few around ,new and used.

If you are leaking more in the heat then you may have a tank vent problem in that the thermal expansion pressure is not getting released.
