fuel separator question

    putting together fj45 77, there is a fuel separator on back of cab that has 3 hoses to fuel tank, coming off of it is a check valve then it is piped to the bottom outside of cab.
    question; which direction does the arrow supposed to point, to tank or outside?
    does this vent fumes out of the tank or allow air to go into the tank? I assembled it the way I thought it came, but when sitting outside in the sun I see the polyethylene tank swelling. when I removed the check valve it went down. but if I reverse the check valve will fuel be able to drain to the fuel pump?
    I looked up several schematic and FSM but cannot find the answer.
