fuel pressure help

Condition: code P0171 & P0174 lean at O2 sensors and just found fuel pressure at 22 PSI
replaced fuel pump(Carter), MAF, fuel pressure regulator, fuel filter, and cleaned throttle body.

Where should i go from here? no techstream and don't want to go to the dealer at 350.00 to hookup!

Also, the fuel pressure goes to 0 as soon as the engine is shut off
