Front shock upper bushing slack/play

Hi,
tried to use the search function but couldn't find an answer.
I'm chasing a rattle in the engine bay and found that the top shock mount seems to be loose, the bushing/shock rod can be moved around in the slot by hand. Is that normal / how it should be (probably not)? According to the repair manual the nut should be torqued down to 51 ft lbf / 69Nm
 
Correct on torque spec. Make sure the bushings and washers are in proper order.

What about the slack/play, should it sit firm and tight on the chassis bracket? I can easily move it around a few mm's in all directions.
Based on your drawing and how the washers around the bracket look like it seems it shouldn't move at all

Whoever replaced the shocks for the PO doesn't seem to have used original parts when I compare it with the parts database:
Double nuts instead of a single one (94184-61200) and the installed cushion seems much lower than the original one (90948-01004)

Seems likely the previous installer may not have used the correct washer that sandwich the chassis. The correct washers as seen in the diagram above look like a top hat to locate and keep the shock centered in place without side to side movement.
 
Looks like it... or the washer in question was installed incorrectly.
Checking repair manual and parts database there are only 3 washers not 4 and the middle one with the "top hat" is facing upwards, so I'm assuming this one is supposed to go under the bracket. If anyone can confirm, maybe with a picture, that would be great

The image I posted was directly from Dobinson. I’d have to look at my current OME shocks to see if there is only one top hat washer. Partsouq.com shows like the diagram I posted. But yes. With one top hat washer it would go below the chassis mount.
