Front license mount question

So here in CA it's required to have both. I ordered the right front mount (part # 52114-60260) but can't mount it and it seam my LX miss something in the grille.
Any help would be appreciated.

I believe two of the four plastic rectangles just below the camera pop out (the lateral ones in the photo), revealing holes for the screws. It'll wind up pretty flush with the grill.

oh, so I can use a knife to pop them out? thanks for your help.

The dealer had screwed the plate directly into the removable pieces, so it was easy for me to get them out. I think something flat would work, maybe you can get to them from behind?
