FJ62 Drop Gate stuck

Have a 62 with a drop gate stuck in place. Turn the handle and both arms move but nothing happening. Lock is not engaged. If anyone has pictures or guide for replacement or frankly any help, would be greatly appreciated.

Do the rods move inside the tailgate? There is some adjustment on the assembly, the two bolts near the handle can be loosened and you can rotate the mechanism so it will have more "pull" on the rods.
