What works for me on drum brakes is to tighten both wheel cylinders in equal amounts until the brake shoes lock the wheel and you can no longer spin the tire by hand. Then, equally loosen both wheel cylinders until the tire will just start to spin. There will be some draging on the shoes. That's ok. Usually it doen't take too many clicks per wheel cylinder to loosen it so the tire spins free again. This approach helps to position the shoes correctly in relationship to the drum. This way you have minimum clearance between the shoes and the drum but the tire still spins. This should give you maximum pedal height during braking.
