Fixing scratch in winter?

I have read not to try and fix chips/scratches in winter due to the paint not drying or adhering. I unfortunately had a section of the garage door put a small 3-4 inch long scratch on the roof. The scratch itself is beginning to rust. Id like to fix it, and I have some paint in the garage. I thought of keeping the paint in the house, heating the affected area up with a heat gun, then making the small repair. Any guided info would be nice!
 
You are on the right track... Try to maintain 50 degrees, you could build a small tent of plastic over the work area and use a hair dryer (heat gun probably too hot) to maintain this and help cure the paint. Sounds like you could also heat up the garage...
