fishy new accounts - report right away or wait?

When a new account pops up that strikes me as not genuine, should I be reporting right away or not until they've done something?

Do you do a bit of admin sleuthing (IP location?) or have a list of "keep an eye on" users or just nuke 'em?

I generally let them screw up first...tons of stuff I can hunt down, but I've been burned in the past.

For that kind of fishiness, what's best? Hit report button and report as "suspicious account"?
