Door Latch Question

I am having a problem with the driver's door latch on my 2016 LC. Periodically, the outside handle will not unlatch and open the door, but the inside handle will open it. This does not appear to be related to the power lock function. It is an intermittent problem, but it's a nuance having to open another door and try to reach the inside handle. I'm wondering if the door lock actuator (69040-42250) needs to be replaced or if it might it be another problem. Also, Toyota sells the part for $400, but carparts.com is selling a replacement for $31. Is it possible that the low cost part is a viable option or will it break after opening the door a few times?
