does this weatherstrip belong here?

I'm putting new weather strip on my amby doors. On only one side there is an "extra" piece of weather strip attached to the hardtop. with my new weatherstrip in place on the doors, it makes it kinda hard to shut.

Is this a PO "improvement", or does it belong there? Only one side?
