i should clarify that in the last pics the copper wire jumper between the wires coming out of the conduit is there so I could check continuity from the garage end to confirm which of the two junction boxes was correct.

I think I am going to attempt to pull the 4 necessary wires to achieve my ultimate goal of 240v in the garage. keep the advice coming!
 
Ha! your garage looks like mine. Too small and filled with tons of stuff you "need".

Anyway, Is that pipe bent where it goes into the ground? I see why this might be difficult. From the looks of it, I personally don't think there's much you can do with those wires as they are. Best would be to run new wires but with the rust... If it were me I would pull those wires out and try to clean up the end of the pipe and see how far the rust / corrosion goes down. Hopefully it's not through the whole pipe or whatever that is or this may be an impossible situation.
 
Might be better to run new conduit. There might be a reason why the previous owner left it alone.
 
Update!

Hey pepsilvr and other helpful dudes... Well I had the sawsall out again tonight. I cut the conduit as it surfaces in the basement to try to free up the wires as they were fused to the end of the conduit.

Bad news. These wires will not be coming out of the conduit. I appreciate all advice on chasing new wires, not going to be possible however much I want to make it happen.

Hypothetically what wire type should I be using if I were to string a cable over head to from my house to the garage?

Otherwise I am back to where I started - monster umbilical cord from the breaker box to the garage shop.

That sucks about the other wires not coming out. I really don't know what type of cable you would need to go overhead. You are definitely going to have to see what the code is for your area. In any case you are probably going to have to run a steel cable for the wire to attach to for support. You should try to find a forum that has electricians on it that can give better advice in your area. There are plenty of free ones (just use google to find one) the upside is that after you get a cable ran you can feed it into a sub panel and then you'll have the voltages you need. Good Luck!
