My 96' tacoma cruise is not working. the light comes on but will not work. Any ideas on the problem?

If i'm not mistaken that sucker is vacuum actuated, check and see if the hose is hooked up and make sure the cable is still attached to the throttle butterfly.

Vacuum lines and cable are still connected. maybe a leak?
