cone washer question

i took my axle apart yesterday on my 85 pickup. i have rebuilt the axle on my 60 series cruiser before and taken a few others apart. i remember there being cone washers on the bottom of the knuckle. there weren't on either side of the axle on my PU. were they not there from the factory, or a past owner thing? if they are supposed to be there, what would happen if I didnt' put any back on? i can't find anybody that has them.

There should be cone washers on the top of the knuckle on the pickup axles but not the bottom

Top = cone washer, lock washer, nut
Bottom = lock washer, nut
