Actually fresh air enters the gas tank via the fill cap valve. There’s a little one way valve in the gas cap.
The charcoal canister accepts gas fumes COMING from the gas tank. Its not supposed to send air back TO the tank.
Try replacing the gas cap with a genuine Toyota cap - or remove the cap and stuff a rag in the fill spout until you get the new cap.
 
Well I am not quite out of the woods yet. I was able to drive it down the street a bit but then it died on me. I removed the gas cap and no pressure or vacuum. It died on me a couple of more times. It will stay alive when quick tapping the accel pedal though. I could have set my fuel float too high back when there wasn't much gas going to the carb. I still haven't checked the valve clearance.

OSS, I have a oem fuel cap but it may be stuck.

The cap is vented specifically to relieve vacuum.

If it still stalls with the cap off, problem is elsewhere.

I examined my cap and it is toyota ("TEQ" logo) but doesn't match the drawing in the emissions manual. I took it completely apart. There is no safety valve and spring. I may have gotten it from an 88 22R pickup we used to own.

Also after spending 15 minutes removing the airhorn, my carb fuel bowl was very low in fuel. This morning I am looking through the 2F engine repair manual 1980 and realized that my float may very well be installed upside down (just like I realized I reinstalled my thermostat upside down this weekend)!

I will check on that float tonight!
