Can AC Charge Affect Auto Climate Control System (1 Viewer)

OK ...I just bought a 97 40th Anniversary Edition LC last week. It has automatic climate control.

The PO had just replaced the AC compressor ...reconditioned or new I don't know but it looks about like new. He didn't have it charged.

Now ...the problem. The blower is not working (though the button lights work) ...circ/recirc and AC buttons not working...the vents do. This all seems like symptoms of classic climate control auto amplifier failure.

I have a procedure to test the auto amp.

The questions are:
Could the lack of refrigerant in way way be causing the problems with the rest of the system ...or am I likely looking at an expensive auto amp replacement ?
Should I get the AC system recharged before I test the auto amp?
Any other ideas about what may be going on ?

Fan should still blow. LX auto climate here. I can unplug my AC compressor. And everything functions as it should. In fact when trying to cool the fan will blow harder, depending on outside air temp.

Although I've never tried: no AC, hot outside air temp, and the slider at 65*. It might give up, knowing it can't cool to 65* so it doesn't even turn the fan on. But I doubt this scenario, probably it will keep blowing the fan at max.

Slide your slider to the hot side, does there fan turn on?

If they replaced the compressor, maybe they replaced other parts and forgot to plug something in under the dash. Seems to be a rash of that happening on here recently.
 
My mechanic pulled the climate control auto amplifier and says it is dry, and the circuits bright & shiny ...no visually obvious problem.
