Bolt configuration help

I just got the refurbished belts back and unfortunately failed to take a pic of this bolt set up… does anyone know configuration here in reference to the mechanism?

As in the spacer and washer on frontside or backside of the mechanism.

Google AI said it’s bolt head - locking washer - mechanism - spacer - nylon washer - chassis.

In case anyone else searches this or this is wrong others can correct

I don't remember exactly how it goes together, just that the bracket off the belt mechanism is supposed to be able to 'swivel' a little, so whatever config allows for that is correct.

Thanks. I'm sure I'm confused on this, but how could it swivel when anchored top and bottom?
