Block Heater Leaking When Cold - 3FE

Note - this is on a 3FE.

Hey guys, there is a block heater on the drivers side of my engine, under the exhaust manifold (shown in the pic below) that is leaking badly only when the engine is cold. I tightened the brass screw on it a bit which helped for about a week, but it was already pretty tight and I didn't want to over-do it.


How can I access this to replace it? I live in Utah and have never used the heater so I think I would just put in a freeze plug? Unless that is harder than just another heater. But it was a PITA just to get to the screw, can't imagine how I can access this well enough to install a new plug.....

Any BTDT? I have searched the forum but couldn't find anything too detailed.
