Mileage quotes are so non-standardized, its hard to infer anything about them. Tire size, accuracy of tire correction adjustment on odo reading, altitude, driving style, shift points, gear changes, etc -all impact numbers.
My 13BT has 110,00 km, recent injection pump adjustment, stock gearing, synthetic gear oils, 33 X12.5 Truxus radials, about 70% city and 30% highway, generally around sea-level - I got 26 imperial MPG over 2,500 km's.
That is GPS corrected rolling tire diameter. With more wheeling, idling, cold weather that will drop to 21 imp mpg per tank.
