altenator or voltage regualtor?

Hey there I recently had some problems with my batteries ( they were dead ) so I charged them aND thinking it was the altenator I changed that with one I had laying around . The thing is its still doing the same thing as before, I checked the voltage from the altenator and batteries both were 12 volts before and after changing the altenator so my question is how do I check for a bad voltage regualtor? If that is indeed the problem if checked all my grounds and the belts are good . The truck is a 1989 toyota hilux pickup with a 2.4 (2lt) Thank you

With the engine running you should measure circa 14.4V

When I did a complete tear-down of the Alternator and replaced everything I could from Toyota and the Brushes from Auto Electrics Australia, the only parts that were worn were the Vacuum Pump blades and the Alternator Brushes.
When my Regulator died it was a gradual process of insufficient charging Voltage and never went over Voltage.

During the charging of a Battery the Voltatage will oscillate about 14.4V with periods oscilating around 13.3V - After letting the Battery sit for a day the open circuit Voltage should remain a wee over 13V.
 
Well thank I think you might be right. I did some more testing and I found that the charge fuse (7.5 amps) in the fuse box only had power when I took the fuse out and looked like it was shorting out but put the fuse back in and no power at the fuse
